correct me if i'm wrong, but i think in the USA, we use "and" to mean /\d*([.]\d*)?/, and Brits use it for /\d+?0*\d+?/.
Translation:
USA = "point"
UK = "zero"

I think you are correct. You can do [.] in fewer characters as \. though.
