Really, like, even the old biddies at the tables?

I don't feel that it's fair to run in my neighborhood, because I'll probably be moving within a year. After we move I'll run for sure.

In practice, often no one runs and the ward leaders have to find someone to appoint. But yeah, in theory they all got elected.
